This is a great question and unfortunately, one where there is a substantial amount of conflicting information available on the web- some legitimate, some funded by the wireless industry, and some by legitimate sources.

I think that there should be some practical analysis here too- distance from the cellular antenna diminishes the radio frequency emissions. This works both vertically and horizontally. In other words, a tower on the property may be safer than a steeple installation. A steeple installation that is 100' in the air will be safer than one at 30'.
Personally, I believe that cell towers and cell sites are safe from a health perspective in most cases. I previously lived within 200' of a cell tower for 3 years. However, there are some scenarios with cell sites that I personally would choose not to live nearby- for example- living in the upper floors of a building where there was another building across the road with cellular antennas.

What are my health risks if AT&T wants to place small cell tower 2 meters from my bed? Can somebody answer this question honestly?

I can't tell you what the health risks are for that situation as there are many variables that would impact if and how much of a health impact there is. In other words, no one can tell you what the health risks are without knowing the power and direction of the antennas and the mounting height relative to your bed. Furthermore, they would need to know the materials of the building, etc. That being said, I personally would not feel comfortable with a small cell tower 2 meters from my bed.
