I am not familiar with Costa Rica zoning or telecommunication ordinance, the process may be similar to that of the United States, in that, if you wanted to build the tower yourself, you would first have to locate the proper government entity to determine if building a tower is allowed in the area you are referring to. The other option is to contact the wireless providers in the area and submit your property site to them for consideration for a site in which the wireless carrier would enter into a ground or rooftop lease with you and then the carrier would build hte tower structure or install their equipment on the building.
