Yes, towers can be built in flood zones and they can be insured if in a flood zone. There are many towers that are in flood zones across the US and on some rare occasions, some built over ponds/lakes. As to whether the tower company will self-insure or will procure insurance, that depends upon their lease with the adjacent landowner and how large of a tower company they are- larger companies may choose to create their own insurance pool.
I assume based upon the nature of the question that there may be no or limited zoning in your area- or that the property is zoned so that there is a limited 50% setback. Please note that towers can be designed to collapes in a distance less than the height of the tower. They can be designed with breakpoints.
If it helps, towers very rarely collapse, especially if they were designed under the newer building codes for towers. ANSI/TIA-222-H. It take a very strong wind event to damage a tower.
