My guess is that NYSEG is using CBRS spectrum. CBRS, operating in the 3.5 GHz band, is a shared spectrum that supports various applications, including private LTE networks and smart grid communications. While some utilities have adopted CBRS for smart metering, NYSEG has not confirmed its use of this spectrum. CBRS is considered "public" in some regards because there is a freely available part of it that doesn't require the user to have a license.
NYSEG likely has CBRS antennas installed on poles in the areas where it is doing smart metering, which enable 2-way communication to the meter.
Your cell phone would not connect to these CBRS antennas because NYSEG doesn't allow connection to them. (CBRS requires a monthly fee for each antenna/user.)
Sounds legitimate to me.
