The key question is whether the tower site is located within Missouri City jurisdiction or not. If it is in the extraterritorial jurisdiction or outside city limits, there are no zoning regulations. Without zoning regulations, there is no right to oppose or appeal the location of a tower to the city. In that case, I am not aware of any way to successfully oppose a tower. If it is in the city limits, I would recommend talking to the planning department for Missouri City and reviewing the application and planning on showing up at any planning hearings. If you do a Google search for opposing a tower, there is no shortage of websites for people who previously opposed a tower, including the arguments they made or used. One suggestion- do not waste time trying to oppose the tower on the grounds that it might be dangerous health-wise. Local jurisdictions cannot use or evaluate health as a reason for denying a tower.
