Hi, its highly unlikely. There aren't many moving parts that could cause vibrations in a cell site. Some older cell sites have cooling systems, but they wouldn't put out any more vibrations than a standard air conditioner for a home. It's conceivable that a cooling system is broken and is therefore causing vibrations, but pretty unlikely.
The other alternative would be if the cell site has a generator, but then the vibrations would only occur during their test phase which is 30-60 minutes per month.

I fully understand the interest in reviewing all possibilities, including wireless. But I think the reason that everyone in wireless rejects that its them is because it really is unlikely that it would be related to the wireless equipment. I have been on hundreds of rooftops with cell sites and have never felt vibrations from the equipment even standing near them. The air conditioners on some older shelters can be loud- but they don't cause much vibration.
In terms of other causes- I don't know enough about residential apartment complexes to know. Sorry Ken
