Unfortunately, if you signed a lease with a cell tower company, they can likely enforce it. And even if a court decides against forcing you to let the tower company build it on the property, you would probably be liable for damages to the tower company that could be very costly.
Before you decide not to sign the building permits, I would recommend consulting with a local attorney. They should review your lease agreement and answer your specific questions. I suspect your lease agreement has language that forces you to sign building permits/zoning documents in support of the tower.
