Typically, a tower can be built on either granite or in shallow soil. The type of rock and the depth determine what type of foundation will be used.
The geotech engineer (who did the boring) will determine if they have enough information about the rock and its thickness/hardness to make that determination.
There is a small risk that the engineer/tower company could decide to pursue another site with easier soil conditions. It's basically a question of cost- both in terms of doing extra testing, and designing and building a foundation that works in that soil/rock condition.
Long story short- a tower can be built in most conditions- it just may cost more or less. (Solid granite can be a positive)
