Your request is a fairly typical one that we get. I can share a few options- but to be candid, none of them have a high probability.
First and foremost is to have your constituents contact the carriers' support phone lines- not to ask for a new tower but to indicate that they are having coverage issues and their phone drops regularly. The more constituents that contact- the more this starts to show up on their radar.
Secondly, if there is a moderate-sized business that has their business service with one of the carriers- have them reach out to their business sales rep at the carrier and complain about the lack of service.
Third, issue an RFP - offering a low-cost lease for a tower developer to place a tower on Township property. While it may not result in anything, the tower companies at least have the ear of the carriers and can suggest a site in this location. Even better- pre-approve a tower via zoning on Township property so a tower company knows they can move forward quickly.
As an FYI- church steeples are very expensive to convert for cellular service - so carriers generally avoid them. If your goal is better coverage- that isn't a good option.
