Depends upon whether you prefer to emphasize cost or speed to market. If the former, the best way is to focus on towers that aren't owned by the large public or private tower companies. (American Tower, Crown Castle, or SBA Communications). They tend to be pricey for unknown tenants and terms can be very lopsided. Start with the FCC Antenna Structure data- you can search for towers at their website. You can also try www.antennasearch.com- they have a slightly better user interface but the data is better at the FCC ASR site. You can filter by height or other criteria as needed.
If you prefer speed to market or have a sizable number of sites to deploy nationwide, best to start with the pubilc tower companies. Hard to do anything of scale without ending up using one or more of the publics.
In terms of negotiating the leases- with the publics- there isn't much negotiation unless you have a sizeable number of sites and have strong financial backing. WIth the smaller private companies- it just takes time and each process is different. The key thing to know though is that they willl all need to know your specific equipment and loading requirements and ground space needed.
