You have a difficult task ahead of you. In my experience as a landowner consultant and on the other side representing wireless carriers in procuring zoning approval for new towers, it is difficult to placate everyone. The problem is that the issue of health risks related to cell towers is highly contentious- and in the last year, has reached a fever pitch. It's an issue where both sides can find no shortage of material that they believe proves there is or is not a danger from cell towers. While the FCC has ruled conclusively that towers that are in compliance with FCC emissions standards are healthy and that zoning boards can't consider health claims when approving or denying a proposed tower, that doesn't mean however that HOAs or cities are any obligation to allow a cell tower on their own property.
The industry has written numerous booklets that they hand out at zoning hearings in support of towers. I don't personally have any of them but I will see if I can find some through my connections on LinkedIn. The issue though is that landowners who oppose a tower tend not to believe anything generated by the industry, regardless of how credible the sources are. To complicate matters, there are a number of websites and self-proclaimed experts who will speak out about any installation.
While I am an expert on cell tower leases and towers, I am not an expert on the health impacts of towers. I do believe strongly though that cell towers in most locations are not a health risk. I have personally lived within 200' of a tower for multiple years. I also strongly believe that there is a significant amount of disinformation out there- put forth by both sides.
