Good morning. First- sorry to hear that you lost AT&T to the Tillman tower. The Tillman contract is favorable to AT&T and Verizon. It includes lower escalators, nearly unlimited loading, beefier towers, and better overall terms -including that Tillman cannot sell to any of the public tower companies. AT&T also may be invested in Tillman- which may explain their reluctance to work with you. There are also previous AT&T employees at Tillman in executive positions- which further explains their working together.
American Tower is fighting some of these relocations- but their master lease agreement with Verizon likely prevents Verizon from terminating for a while so American Tower wasn't that concerned on them- but as to AT&T may not have known early enough to do something or they may not have had any ability to stop it.
That's because there really isn't an FCC rule that requires collocation. Collocation requirements are handled at the local level- county or city. So if there aren't zoning regulations or the city or county doesn't limit the placement of towers or require collocation, there isn't a way to stop this proliferation of towers.
As to T-Mobile- may be on hold due to the merger. It could possibly be their interest in the favorable terms for Tillman. If you need some further details on how to be competitive with Tillman- give me a call.
