Studies have been done on both sides of this issue and there is a debate about how much property values decline and with what types of properties decline occurs. IMHO, most of the studies or references to studies we have seen tend to favor the party paying for them (carrier or landowner group). I also believe that properly done studies reference the distance from the tower, the type of tower, and type of property being impacted. Otherwise, there are too many variables left unaccounted/controlled for. Having a flagpole near the property is different from having a 300' lattice tower.
While I know that decisions to deny based partially on property value decline have been affirmed, I don't know of any specific cases that address just the property value component and whether property value decline in and of itself is sufficient to justify denial.
