Good afternoon. It is probable that SHPO and NEPA review is required but this isn't my expertise and I don't want to mislead you. The city itself isn't responsible for procuring these approvals but it may be able to require that Mobilitie complies with all federal requirements which could include SHPO and NEPA.

Here is a quote from that website regarding small cells/DAS nodes:
"Collocations, including Distributed Antenna Systems (DAS) and Small Cells, may also require compliance with these same processes. See the Collocation Agreement and Factsheet for more information about collocations that require compliance with NEPA, NHPA, FAA and ASR rules. The Commission’s October 2014 Infrastructure Report and Order includes some NEPA and NHPA exclusions specific to DAS and Small Cell deployments."
I believe that building new poles in the right of way as proposed by Mobilitie is not covered in those exclusions.
