To submit your property to the wireless carriers for a cell tower, follow this guide. To be fair though, it is very unlikely that this will result in actual interest by AT&T or Verizon especially in the short term. Over our 14 year existence, we have only heard from a handful of people that this actually worked.
How large is the development? Is it commercial, residential, or mixed use? The larger the development, the more likely that a carrier would be interested. However, one important caveat here is that wireless providers do not build out their networks in anticipation of future growth, instead, they build out when there is an actual population to cover. They have way too many areas that have people there already that need additional coverage and capacity.

Additionally, if ATT or Verizon have no plans to expand cellular coverage in this area, can the construction manager contact you for building their own DAS, etc?
