Thank you for your question. This is less of a legal question than a permissions or best practice question. American Tower requires rigging plans to be approved by them in many instances before rigging lifts are made. Therefore, American Tower may have a company policy regarding work on their sites which would cover the situation you are referring to. All rigging operations should comply with OSHA, ASME or ANSI standards. Which means even if American Tower does not have a specific policy for the rigging operation in question, the rigging, plan, rigging components and all on site personnel must meet the minimum OSHA standards or comply with ANSI and ASME standards.
