While you can build the actual physical steel structure, without the buy-in of the wireless carriers, there will be no service.
The tower itself would likely cost $150,000 with the wireless carriers equipment running an additional $100,000 each. That doesn’t factor in the ongoing maintenance costs for the tower or the carrier’s equipment. The other issue to consider is that E-911 calls made on one carrier’s phone may not necessarily work if that carrier isn’t on the tower.
Certainly constructing a tower and not charging rent would help- although the project would still need to make sense to the wireless carriers financially. Even if they were willing to do it eventually, the real hurdle here is getting anyone to listen. There are no shortage of places that are similarly interested in getting E-911 coverage. Unfortunately, it is very difficult to contact a wireless carrier to get them to even listen to a proposal.
