Thank you for your questions. Sometimes permitting information from your local zoning and permitting office can indicate who owns the tower. Whether or not local landowners are contacted prior to a cell tower being erected is also a matter of local zoning or permitting laws. Your municipal zoning, permitting or development office can answer that question for you and they may possibly know the owner of the tower as well. Typically the only person who receives compensation for having a tower on their property is the owner of the property under the tower itself. Adjacent landowners do not receive compensation.
