We previously worked on building a tower much closer to MacDill than Bayshore. There would be no issue with building a rooftop installation from the Air Force. There may be issues though with the height of the antennas above the rooftop given the proximity of both MacDill and the Tampa airport. But that can be easily resolved by a mount on the outside of the parapet as opposed to mounts on the top of the roof.
The bigger issue though is that most wireless carriers won't be interested in a 175' rooftop in this area. They tend to prefer lower installations in south Tampa.
