The easiest (but by no means easy) way is to go to your county or city courthouse and see the Clerk of Court. You or they will need to pull up the parcel for the tower and see what documents have been filed on the property. Typically (but not always) when a new cell tower is constructed the tower owner files a Memorandum of Lease with the Clerk of Court. This will tell who the lease is between which would tell you who is entitled to receive the checks. If the lease indicates that the landowner association is the lessor but the board isn't receiving any money, you can call the lessee (tower owner) and ask for documentation on who is receiving the rent. You can also check the signage on the tower to see who the tower owner is.
