The wireless provider typically pays for their own utility use. The tower owner pays for the utilities related to the operation of the tower which are limited in most cases to FAA obstruction lighting.
In some cases with smaller wireless providers (like paging, mobile radio), the tower owner may pay for utilities.
The owner of the ground never pays for utilities.
