Thank you for this question. Easy answer is that WIFI very rarely uses a cell tower. The more complicated answer is that there are wireless internet providers that provide wireless internet services using antennas placed on towers, but they aren't WIFI. You could install amplified WIFI antennas on cell towers but it is rarely done.
Further complicating the issue is that a cell phone may use WIFI to connect to the traditional switch network for calls and data. But this WIFI would be connected to your home WIFI router or a WIFI router in a coffee shop or the like.

Thanks for the response, Ken. In your opinion, is Wifi a threat to the cell tower business model? If Wifi became so widespread, to the point where 3G/4G coverage was no longer needed (or at least not as much), wouldn't the cell tower business model suffer dramatically?

WIFI has it's power limited specifically by the FCC to prevent and limit interference from overlapping WIFI networks. (It isn't always effective which leads me to the next point)
WIFI has too much interference and is susceptible to the number of users.
The wireless service providers are using WIFI already - and still are desperate for more spectrum.
