It depends upon the underlying lease and the length of time you wish to sell. If you are trying to sell your rights through the expiration of the lease, you should be able to do that. Oftentimes, the buyers want longer than just the remaining term on the lease and are unwilling to pay as much if they can't get it. So either your sister will have to agree to sell the lease for a longer term, or you will have to accept a lower payment.
